That's a quote from Joseph Chilton Pearce.   One of the interesting things which he discusses is how cultures actually impede our development into the fullness of our neurology and how this happens is that cultures are continually "reforming" themselves.  They perpetuate the illusion that there can be a "kinder, gentler, more evolved" way of oppressing their "subjects" or "cultural subscribers" to use my term.
